Belgium has an excellent tennis program, consisting of the AOC-training center in Wilrijk, and the Walloon federation and is experiencing a boom in tennis. The training is well-structured for high-level and low level. The fact that they have top talents now is just luck. It is striking to see that Belgium is not capable in other sports such as football to get the organization arranged.
In countries like England, there is a lot of money, but no structure and no mentality of competitive sports, in terms of tennis at least. In England Tennis tend to be elitist still, something that is broken in Belgium with the current successes as a result.
